To whom it may concern,
Pursuant to my rights under the California Public Records Act (Government Code Section 6250 et seq.), I ask to obtain an electronic spreadsheet of the following, which I understand is obtainable by your agency:
- The amount of Prop. 172 funds distributed to each individual Mendocino County city going back to 1993.
- The amount of Prop. 172 funds distributed to Mendocino County agencies, departments and/or special districts going back to 1993. This would be broken out of the 'Net County Cost' normally distributed to those agencies in a lump sum with other distributions, such as property tax or other public safety funds. It should clearly show where Prop. 172 funds go after entering the county budget and the Public Safety Augmentation Fund, and being distributed to those organizations.
- Any additional funds or reimbursements mandated for public safety distributed to Mendocino County departments, agencies and/or special districts, such as for ambulance services the organizations might provide.
Additionaly, I request in electronic form information any methodology which determines how much Prop. 172 funds agencies, departments or special districts receive receive.
If information on these distributions of Prop. 172 funds going back to 1993 is not available in a timely manner (i.e. 10 days), I request the above information from the past three years initially within a timely manner. I ask for a determination on this request within 10 days, or prompter if you can make that determination without having to review those records.
I would not ordinarily trouble you with this written request, but when our reporter first made it informally he was told by Lloyd Weer it required a public record request. If you determination any or all of this information qualifies for an exemption from disclosure, I ask you to note whether, as is normally the case under the Act, the exemption is discretionary and if so, whether it is necessary to exercise that discretion. If any of that information is considered as such, I request it be redacted with a signed notification citing the legal authorities with which the determination was made. I also request the rest of the information be made available as requested.
I also request a waiver of any and all fees for this request, since this information details how public funds are spent, from a proposition passed by California voters, and sent to public agencies, departments and/or special districts. This would contribute significantly to public understanding of the operations and activities of the government.
